Maintenance
 

The Chesapeake Redevelopment and Housing Authority's Maintenance Department is responsible for maintaining 5 offices, maintenance complexes and community centers as well as 655 units of one to five bedroom townhouses and one to four bedroom apartments. Our goal is to provide quality living conditions for the residents of the Housing Authority's owned properties. In order to do this, we have developed a Maintenance Plan. With a plan in place, we are able to anticipate and prepare for all eventualities.

Our Annual Maintenance Management Plan consists of

  • A Work Order System

Our work order system keeps track of all maintenance activities.

  • Routine Maintenance

Most of our work orders come in the form of non-emergency requests from tenants.

  • Emergency Maintenance

Emergency maintenance is those events that threaten the life, health, or safety of

CRHA residents. However, these types of events are not restricted to the dwelling units.

  • Preventive Maintenance

We schedule a host of activities that are carried out in a timely manner in order to prevent breakdowns in our systems and equipment.

  • Inspections

Each of our Dwelling Units and Buildings are inspected at least once each year.

  • Vehicles and Equipment

The Maintenance Department has a variety of vehicles and equipment that aids us in our daily tasks.

  • Warehousing and Inventory

Though our inventory is not large, we do keep on hand a number of appliances and replacement parts.

  • Staff

Our maintenance staff consists of fourteen personnel.

Occasionally contractors are utilized for painting and cleaning of vacant units. Grass cutting on some CRHA properties also utilizes contractor services.

 

AFTER HOURS EMERGENCY PROCEDURES
Occupancy

The Occupancy Department determines the eligibility of applicants for our Housing Choice Voucher (HCV) program and our public housing communities. Criminal and sex offender background checks are performed on all applicants.  Waiting lists are opened as necessary; openings are prominently publicized in the newspapers, the public school owned television station (WCTV-48), and posted at various public sites. Housing Choice Voucher Program
CRHA administers 1400 plus HCV vouchers in partnership with nearly 400 landlords. The HCV program provides low-income residents to choose affordable rental housing of their choice within the city. Included in the voucher program is the Welfare to Work program which requires participants to be working, seeking work, or be enrolled in a job training discipline and the Mainstream Voucher program which the department jointly administers with the city's Community Services Board. The department is always looking for additional landlords to provide affordable rental housing and encourages potential new landlords to call (757) 233-6423 or (757) 233-6424 for more information about the program.
Finance and Administration

The Department of Finance and Administration is comprised of two sections:

  • Finance
  • Procurement

Finance is responsible for all facets of the accounting function. These include: accounts receivable, accounts payable, payroll, financial reporting, cash management, preparation and monitoring of the operating budget, financial analysis, and coordination of the annual audit.

Procurement provides safeguards for maintaining a procurement system of quality and integrity in accordance with federal and local regulations. This division performs the following critical duties: purchase of supplies and materials, inventory maintenance, and procurement and management of supply, service, and construction contracts.
