Housing Choice Voucher (HCV)

CRHA currently has a total allocation of 1,618 tenant-based housing vouchers but is only funded for approximately 1400 vouchers. Eligible families pay approximately 30% of their adjusted household income as their portion of the contract rent and the housing authority pays the remainder in the form of a housing assistance payment made on the first of each month directly to the property owner on behalf of the family.

In addition, CRHA administers 75 Mainstream Vouchers in conjunction with the Chesapeake Community Services Board (CSB). Mainstream vouchers enable elderly and non-elderly families having a person with disabilities to lease affordable private housing of their choice. Mainstream program vouchers also assist persons with disabilities who often face difficulties in locating suitable and accessible housing on the private market.

CRHA also funds three (3) project based vouchers in support of the Virginia Beach Department of Housing and Neighborhood Preservation (VBDHNP) Single Room Occupancy (SRO) homeless facility, Cloverleaf Apartments and 6 Project based vouchers in support of Portsmouth Redevelopment and Housing Authority (PRHA) (SRO) Southbay Apartments.

The HCV Administrative Plan establishes the policies for administering the program in accordance with HUD requirements and local goals and objectives.
