CDBG Local Low Interest Rate Loans
These programs provide special rehabilitation assistance to qualified homeowners who have an annual gross income at or below 80% of the area median income, as established by the U.S. Department of HUD. The funding is provided through low interest loans requiring monthly payments with up to a 30-year repayment term. Assistance must be used to correct all existing violations of applicable housing codes and standards. The maximum loan amount per eligible household is $24,950 unless reconstruction is required and this amount will not exceed $90,000.

CDBG Emergency Home Repair Grant
This program provides emergency rehabilitation assistance through grant funding to qualified homeowners who have an annual gross income at or below 50% of the area median income, as established by the U.S. Department of HUD. Any improvements, adaptation or modification, which is not of cosmetic nature, and is required to remove imminent health and safety hazards or barriers to habitability are eligible such as mechanical, plumbing and electrical repairs, structural and energy conservation repairs and/or wheelchair ramps, railings, accessible kitchen cabinets and other improvements required by physically disabled or elderly households. No repayment is required. The maximum grant per eligible household is $7,500.

CDBG Facade Improvement Program
This program provides financial assistance to Chesapeake homeowners to correct exterior housing code violations identified and cited by the City's Environmental Division of the Department of Inspections. To be eligible for a grant the head of household must be elderly (65 or older) or the gross annual household income must be at or below 50% of area median income. To be eligible for the interest free forgivable loan the annual gross income cannot exceed 80% of area median income. Area median income is established by the U. S. Department of HUD. The maximum grant/loan per household is $4,000. Violations in excess of $4,000 cannot be addressed.
